Barnard published NESARA on the internet shortly after. One user, named "Dove of Oneness", began discussing the subject on forums and then started a website dedicated to the book. Later, "Dove of Oneness" was a former student at Ramtha's School of Enlightenment, was identified as Shaini Candace. Goodwin claimed that the NESARA Bill languished in Congress until it was finally passed in secret by a session in March 2000. President Bill Clinton signed it. The new law was meant to be in force at 10:00 a.m. on Sept. 11th, 2001. However, the computers and information of the recipients of trillions of dollars in "Prosperity Funds" were destroyed on the second level of one of the New York's World Trade Center towers during the terrorist attacks. According to some reports a gag order from the Supreme Court previously prohibited any official or private source to discuss the subject under the threat of execution. Goodwin referred to "White Knights," majority of whom are senior military officials, who are now fighting to ensure the law is implemented despite the opposition of the president George W. Bush. Goodwin claimed that Bush orchestrated the Sept. 11 attacks and the Iraq War to distract from NESARA.
