Certain Ethiopians opposed the federalism based on ethnicity that Meles the government created. Meles' TPLF party believed that there was no alternative. The goal was to end centuries of oppression by the centralists and the rule of language, culture and economy over the Amhara. Certain parties, like the OLF (Oromo Liberation Front) and the OLF, participated in the creation of the constitution. The policy of the government was aimed at two things: give all ethnic groups the chance to improve their language and culture. The policy was widely seen as a solution to the need for governance that was favored by ethnic liberation organizations and political parties that took part in the July Convention of Nationalities 1991. Meles addressed those who argue that ethnic federalism causes divisions. Meles said the policy was beneficial to a variety of interests such as equitable distribution of wealth and the empowerment of ethnic groups. Meles said that Ethiopia's democratic basis was built upon the efforts of the government to eliminate poverty and ensure an equitable distribution of wealth. The people of Ethiopia are entitled to make decisions on their own terms based on their own culture. They should have the authority they require, and they must be aware of their cultural identity ..... The other methods of development were hegemonic and exploitative, leading to civil war and internal conflict.
