Morgan was born on March 31, 1956, in Lexington, Kentucky, the oldest of five children to Ramon Morgan and Patricia Morgan. Morgan moved with his family to Florida when he was fourteen years old. [3] Morgan began working from an early age as his family struggled financially. In 1974, he entered the University of Florida, where He earned a bachelor's degree in arts in 1978. He took an 18-month hiatus selling advertisements to fund his study at the University of Florida Levin College of Law. He received his Juris Doctor degree in the year 1982. While he was studying law, Morgan was elected president of Florida Blue Key society. They were married in May of 1982. Morgan and Ultima Ann Degnan have four kids.
